In case you missed it, President Rodrigo Duterte signed the Republic Act (RA) No. 11202 – also known as the Mobile Number Portability Act – into a law on February 8, 2019. The law states that within six months from the proclamation of the rules and regulations, mobile service providers must begin complying with its provisions.

Hence, on July 2, subscribers of any mobile telecommunications players can start applying for the mobile number portability (MNP) service, which will allow them to keep their phone numbers for life regardless of its subscription or carrier.

With this, the National Telecommunications Commission (NTC) released the implementing rules and regulation (IRR) of the law:
  • No outstanding financial obligation with the donor provider;
  • The mobile number used in a device is not locked to any mobile service provider;
  • 60 calendar days must have lapsed from the date of activation of the ported number;
  • No pending request for transfer of assignment of the mobile number;
  • No order from a court of law stopping the mobile number porting; and
  • Not blacklisted by a service provider due to previous fraudulent activities

If you wish to avail of the MNP service, then, you must request from a donor provider a nine-digit unique subscriber code (USC) that is valid for only 15 days. After this, you must submit your porting application, which indicates your USC, in person or through a duly authorized representation. You can also submit it online, or through an SMS via five-digit access code.

Meanwhile, the telco company must transmit the clearance to the other company preferred by the subscriber within 24 hours of receiving the application. The porting process, on the other hand, should be completed within 48 hours after the network provider receives the application.

However, the subscriber must not have an outstanding financial obligation or has not been rejected to avail of this process.

Moving on, for the postpaid and prepaid subscribers of the same network provider, they can also apply for the MNP service with the application processed within 24 hours.

NTC also addressed that the MNP service or the porting process has no fees and charges.
