CICC Partners with Gogolook to Combat Online Scams in the Philippines
The Cybercrime Investigation and Coordinating Center (CICC) has taken a significant step forward in its fight against online scams, advising Filipinos to protect themselves from con artists. To assist in detecting and preventing possible scammers, the CICC has teamed with Taiwan-based software company Gogolook, inventors of the Whoscall app.

On September 18, at the National Cybercrime Hub in Bonifacio Global City, Taguig City, CICC Executive Director Alexander K. Ramos and Gogolook COO Manwoo Joo signed a memorandum of cooperation. Retired Justice Andres Reyes Jr., a CICC Highly Technical Consultant, and Mel Migrino, the Philippine Representative of Gogolook, were also present.
Whoscall, an easy-to-use program that recognizes callers and prevents calls and texts from suspected scammers, has a global database of 2.6 billion numbers. The app, which was formally launched in the Philippines on August 22, 2023, has already witnessed significant growth and great user comments.
"This MOU with Gogolook is a major step forward in our efforts to protect Filipinos from scams," Ramos said of the collaboration. We are grateful to have Gogolook by our side during this critical trip."
The alliance intends to establish a strong anti-fraud network, hence improving cybersecurity safety for Filipinos. "This collaboration is a momentous occasion that shows a united front against scammers," Joo said. We can strengthen our anti-fraud network with CICC's assistance."
Gogolook, whose services are available in over 30 countries, including South Korea, Japan, Hong Kong, Thailand, Brazil, and Malaysia, is thrilled to expand its reach to the Philippines and help fight fraud.
