LTFRB Partners with Maya to Digitally Disburse Fuel Subsidies to PUV Drivers and Operators
The Land Transportation Franchising and Regulatory Board (LTFRB) has officially partnered with Maya to implement a digital payout system for the government's Fuel Subsidy Program. This strategic collaboration shifts financial aid distribution away from traditional, manual over-the-counter methods, delivering relief funds directly into the digital wallets of public utility vehicle (PUV) drivers and operators nationwide.

The initiative comes as a timely response to elevated fuel prices and market volatility stemming from ongoing geopolitical tensions in the Middle East. By transitioning to digital distribution, the government aims to establish a faster, highly secure, and more transparent method of social assistance delivery.
Faster Payouts and Enhanced Tracking for the Transport Sector
To guarantee that government aid reaches its intended recipients, the LTFRB and allied state agencies maintain strict oversight of the beneficiary identification and data validation processes. Maya has already successfully processed and credited the initial batch of fuel subsidies to qualified drivers.
The program covers multiple transport sectors nationwide, including:
- Public Utility Jeepneys (PUJs)
- UV Express units
- Taxis
- Minibuses
“Digital disbursement helps make the release of assistance more efficient and accessible for our transport sector beneficiaries, while also supporting broader efforts to modernize public service delivery,” stated Atty. Vigor D. Mendoza II, Chairperson of the LTFRB.
Driving Financial Inclusion Among Public Transport Workers
Beyond providing immediate relief at the gas pump, the digital subsidy program serves as a critical entry point to formal banking for transport workers. By receiving funds through the app, drivers automatically gain access to a comprehensive digital account that empowers them to participate fully in the modern digital economy.

Maya’s digital bank ecosystem allows beneficiaries to leverage their accounts for:
- Digital Savings & Credit: Build emergency funds with high-yield savings accounts or access flexible credit lines.
- Cashless Daily Transactions: Pay for household bills, buy mobile load, purchase insurance, or make daily scan-to-pay purchases without relying on physical cash.
- “Beyond enabling faster and more convenient access to government assistance, digital accounts can also help transport workers participate more fully in the digital economy through tools such as savings, credit and cashless transactions,” explained Shailesh Baidwan, Group President of Maya and Co-Founder of Maya Bank.
A Proven Track Record in Public Sector Innovation
This partnership builds on a long-standing collaboration between Maya and the Philippine transport sector. The fintech provider previously managed digital fuel disbursements during the pandemic and continues to act as a primary payment processor for various state systems.
Currently, users can deploy Maya to settle fees on the LTFRB Franchise Online Application system as well as clear Metro Manila Development Authority (MMDA) traffic violation penalties.
