Unified 911 Expands in the PH: Dialect-Sensitive Command Centers Launched
The Philippine government’s Unified 911 emergency platform has officially expanded its footprint across the archipelago. Backed by PLDT Enterprise and its ICT subsidiary ePLDT, the initiative has deployed four new Satellite Command Centers (SCCs) in Northern Luzon and the Visayas to drastically reduce response delays caused by language barriers.

The four newly established hubs are located in Batac, Ilocos Norte; Cauayan, Isabela; Tacloban, Leyte; and Leganes, Iloilo. This expansion follows the successful activation of the National Command Center in Manila and the Regional Command Center in Cebu.
Eradicating Language Barriers in Emergency Response
The defining feature of these new regional SCCs is their dialect-sensitive framework. Hotline personnel stationed at these locations are fluent in the distinct regional languages of the areas they cover, ensuring that distress calls are handled with zero translation delays or miscommunications.
- Localization of Support: Calls from the provinces are no longer rerouted to a centralized operator in Metro Manila. Callers can speak their native language naturally to get responders dispatched immediately.
- Multilingual Readiness: Together, these four new centers cover 20 provinces across Western Visayas, Eastern Visayas, the Ilocos Region, and Cagayan Valley. Operators are fluent in at least ten local languages, including Hiligaynon, Waray, Ilocano, Tagalog, and English.
- Upcoming Hubs: The Philippine National Police (PNP) has confirmed that additional satellite command centers are slated to open soon in Cagayan de Oro and Maguindanao.
“When you dial 911 in Iloilo, the answer will be in Hiligaynon. If you are in Tacloban, the answer is Waray; in Ilocos, Ilocano. That is how advanced our response is, faster, understood, and felt by every Filipino who calls in distress,” stated PNP Chief Melencio C. Nartatez Jr.

Cloud-Powered Infrastructure and High-Tech Dispatch Tools
The Unified 911 framework is an integrated, technology-enabled system that unites police, medical, fire, and rescue units under a single ecosystem. First launched in September 2025 by the Department of the Interior and Local Government (DILG) and the Bureau of Fire Protection (BFP), the network relies on high-tier infrastructure designed by PLDT, ePLDT, Next Generation Advanced (NGA), and Next Generation Core Services (NGCS Inc.).
Key tech utilities embedded in the platform include:
- ePLDT Pilipinas Cloud: Hosts the centralized data logs and emergency routing systems securely.
- Real-Time Data Feeds: Features multiple reporting communication channels, including live video streaming and centralized reporting tools.
- GPS & Geo-Fencing: Integrates satellite-based location tracking for both the distressed caller and active field responders to optimize transit pathways.
“The launch of the dialect-sensitive Unified 911 satellite command centers is a critical step toward more responsive, inclusive, and resilient emergency services,” explained Blums S.
